The invention relates to a cable-stayed bridge damping supporting system and a bridge, the cable-stayed bridge damping supporting system comprises a first component force device used for being arranged on a bridge pier, and the first component force device comprises a support for vertically supporting a main beam; the first energy dissipation assemblies are located on the two sides of the support in the transverse bridge direction and deform in the transverse bridge direction when the pier vibrates; the second component force device is arranged on the bridge tower and comprises a second energy consumption assembly connected with the main beam, and the second energy consumption assembly deforms in the longitudinal bridge direction when the bridge tower vibrates; the third energy consumption assembly is connected with the main beam, deforms in the transverse bridge direction and moves in the longitudinal bridge direction when the bridge tower vibrates; the bridge inhaul cable bears the main beam and is connected with the bridge tower so as to be matched with the first component force device and the second component force device to form a supporting system. Through the design of a cable-stayed bridge damping supporting system, disordered earthquake force of a bridge is orthogonally separated, space oblique earthquake input can be orthogonally decomposed into a longitudinal input part and a transverse input part, and energy dissipation and damping are conducted through a first force component device and a second force component device respectively.
