The invention relates to the technical field of tunnel belt mold grouting construction, in particular to a special grouting material for tunnel belt mold grouting construction and application of the special grouting material. The raw materials comprise 90-150 parts of cement, 20-30 parts of fine aggregate, 26-44 parts of an additive, 20-30 parts of high-calcium fly ash, 5-15 parts of calcined shale, and 30-35 parts of phosphogypsum; the cement is formed by mixing 40 to 70 parts of ordinary Portland cement and 50 to 80 parts of rapid hardening sulphoaluminate cement; by adding the high-calcium fly ash, the calcined shale and the ardealite in a certain proportion, the later strength of the grouting material is improved, so that the stability of the grouting material is improved; the high-calcium fly ash serves as an expansion source of one of the grouting materials and can remarkably improve the later strength, the impermeability and the durability of the grouting materials through the characteristics of the high-calcium fly ash.
