The invention relates to the technical field of grouting materials, and particularly discloses a controllable grouting material, application and a grouting method.The controllable grouting material comprises a cementing material, and a retarding material, a coagulation accelerating material, a short-range viscosity control material and a long-range viscosity control material are added into the cementing material. According to the controlled grouting material disclosed by the invention, the retarding material, the coagulation accelerating material, the short-range viscosity control material and the long-range viscosity control material are added into the cementing material; the slurry diffusivity-time change curve can be adjusted by adjusting the use amount of the retarding material and the coagulation accelerating material; the short-range viscosity control material and the long-range viscosity control material form an anti-scouring functional structure, so that the controllable grouting material disclosed by the invention has anti-scouring capability on the premise of meeting groutability, and can be rapidly cured in a curing stage, so that the grouting material can be suitable for a pressure water working condition and a formation pressure working condition.
