The construction method comprises the following steps: step 1, surveying and setting out; 2, newly-added anchoring toothed plates and newly-added diaphragms are constructed; step 3, forming holes in the original diaphragm; 4, a bogie and a limiting shock absorber are constructed; step 5, perforating the external prestressed tendons; and step 6, tensioning and anchoring the external prestressing tendons. The bogie has the beneficial effects that according to the bogie provided by the invention, the eccentric ring for restraining the guide sleeve can rotate relative to the angle steel, the axis position of the guide sleeve is finely adjusted, and the axis positioning precision of an external prestressed tendon is improved; according to the limiting shock absorber, the external prestressed tendon is sleeved with the limiting ring, the limiting spring is arranged between the limiting ring and the angle steel, and a good shock absorption and isolation effect can be provided; the newly-added transverse partition beams are arranged between the concrete box girders, the stability of the concrete box girders can be remarkably improved, and the reinforcing effect is improved.
