The invention discloses a novel concrete material with high water permeability. The novel concrete material is characterized by being prepared from the following raw materials in parts by weight: 10-30 parts of water, 20-60 parts of cement, 1-5 parts of a water reducing agent, 30-70 parts of aggregate, 4-8 parts of carbon fibers, 4-8 parts of plant fibers, 3-7 parts of a silane coupling agent, 40-80 parts of medium sand and 4-8 parts of polystyrene foam. The porous characteristic of the carbon fibers is utilized, so that the material has better water permeability, meanwhile, the carbon fibers are used as a filler for filling, so that the water permeability is not influenced by the use time, the characteristic of good toughness of the plant fibers is utilized, so that the material has better toughness and is not easy to break, and meanwhile, after the material is broken, the water permeability of the material is not influenced by the use time. The crushed blocks can still be connected through the plant fibers, potential safety hazards are avoided, and the polystyrene foam is added, so that the compression resistance of the material is improved, and the weight of the material is reduced.
