The invention discloses an anchoring device and an anchoring method for an external insulation board of a building exterior wall, the anchoring device comprises a split bolt sleeve which is used for fixing a pouring template during pouring and is embedded in the building exterior wall after pouring, and the outer end of the split bolt sleeve is provided with a plugging thread; the small diameter of the plugging thread is not smaller than the inner diameter of the split bolt sleeve; an anchoring connecting rod is installed on the plugging thread, an anchoring connecting hole is formed in the outer end face of the anchoring connecting rod, a detachable puncture guide cone is inserted into the anchoring connecting hole, and a heat preservation plate fixing piece used for fixing an outer heat preservation plate after the puncture guide cone is detached is further arranged at the outer end of the anchoring connecting rod. Anchoring can be achieved by directly utilizing the poured holes, the construction steps of the outer heat preservation plate are simplified, hole plugging is fast, the plugging effect is good, and damage to the wall and steel bars in the wall is effectively avoided.
