The invention discloses a semi-rigid pavement inorganic grouting material for solving ruts, which comprises the following components in percentage by mass: 30 to 50 percent of ordinary Portland cement P.O42.5, 13 to 35 percent of quick-hardening high-strength cement, 3 to 8 percent of dry powder plasticizer, 1 to 4 percent of defoaming agent, 18 to 20 percent of inorganic iron oxide black pigment and 8 to 15 percent of superfine quartz sand. The inorganic grouting material disclosed by the invention has the advantages of excellent permeability and flowability, good construction performance, fast strength increase, good durability and the like; meanwhile, the inorganic grouting material is prepared by uniformly mixing and stirring the rapid high-strength cement, the ordinary Portland cement and the iron oxide pigment with poorer dispersity in proportion at a high speed under factory conditions to form a dry blend meeting specified indexes, and only water needs to be added for stirring when the inorganic grouting material is used on site. The mortar has the characteristics of good construction fluidity, good permeability, fast solidification, high early strength, rapidness, simplicity and convenience and the like. And early opening of road maintenance project traffic is facilitated, so that the comprehensive maintenance cost is reduced, and the traffic pressure is relieved.
