The invention relates to a pre-stressed anchor cable structure and a construction method, and relates to the technical field of civil construction, the pre-stressed anchor cable structure comprises a plurality of steel strands, each steel strand comprises an anchoring section and a free section which are located on the inner side and the outer side of a mounting hole, a fixing device is arranged on each anchoring section, and each fixing device comprises a fixing support and a wire bundling disc which are arranged on the multiple steel strands in a sleeving mode; the fixing supports and the bunching discs are arranged at intervals, and the steel strands located between the adjacent fixing supports and bunching discs are in an inclined twisting state. The steel strand, the fixing support and the bunching disc are installed in the installation hole to form the anchoring section, then the concrete is added into the installation hole, and therefore the length of the steel strand located in the concrete is increased through the inclined and twisted steel strand, when the inclined and twisted steel strand is pulled, extrusion component force is formed between the steel strand and the concrete, and therefore the anchoring effect is improved. Therefore, the stability of the anchoring section is improved, and the reinforcing effect of the anchor cable on the side slope is improved.
