The invention relates to the technical field of construction for rebuilding a cement pavement into an asphalt pavement, in particular to a cement pavement drilling, crushing and rolling construction method which comprises the following steps: measuring and setting out a broken part of a cement pavement, and determining the range of the broken part; determining disease crack types of different breaking positions in the breaking part; drilling position positioning is carried out on different breaking positions; drilling and breaking are conducted on different breaking positions, and then pressure stabilizing construction is conducted; and carrying out base layer detection on the broken position after the voltage stabilization construction. When the method is adopted to overhaul and reconstruct the cement pavement, the broken stones formed after the cement pavement is crushed are used as the cushion layer, the broken stones do not need to be cleaned, a large amount of waste materials are not generated, the pollution to the environment is reduced, the crushed cement pavement is used as the cushion layer to be reused, and the work amount and the cost of subsequent reconstruction of the cement pavement are reduced.
