After the jack pushes the clamp to drive the steel bar to move forwards to the maximum length of the jack sleeve and the fixed bolt is unscrewed, the clamp is manually moved backwards and the jack sleeve is contracted, so that the end part of the jack sleeve in a non-extension state can be tightly attached to the pier, and the clamp is tightly attached to the top end of the jack sleeve; and fixing on the steel bar, and repeating the steps until the steel bar is pulled out. When the technology is used for pulling out the steel bar, a small amount of workers can be used for aloft work, so that the construction risk is reduced.
