Comprising a cofferdam formed by closely arranging a plurality of steel sheet piles and vertically inserting the steel sheet piles into a stratum; the structure further comprises a plurality of anchoring piles arranged in the cofferdam, and the anchoring piles are arranged on the inner side of the cofferdam pile plate at intervals. A plurality of layers of enclosing purlins are arranged between the weir and the anchoring piles; an inner supporting steel pipe is arranged between the two oppositely-arranged anchoring piles, and the inner supporting steel pipe is arranged on the upper portions of the anchoring piles. Steel sheet piles of conventional structures need to be anchored, but anchoring piles of the structure play a role in stabilizing the steel sheet piles, and the steel sheet piles do not need to take anchoring measures any more. The number of layers of the enclosing purlins of the conventional structure is the same as that of the inner support steel pipes, the enclosing purlins are connected with the inner supports through the anchoring piles, and the number of the inner supports is not limited by the number of the enclosing purlins.
