The invention discloses a building external envelope thermoelectric cooling thermal insulation functional skin capable of utilizing natural energy, which comprises an air flow channel formed by a film layer and an adjacent film layer, and the flow channel is connected into an upper air header and a lower air header which are formed by a clamping groove and a glass fabric film up and down, and then is connected into a room and an energy storage device, so that the building external envelope thermoelectric cooling thermal insulation functional skin is formed. The building functional skin completely utilizes natural energy, is totally different from a traditional air conditioner based on thermodynamic cycle, thermal machinery and equipment such as various heat pumps and low-grade energy introduction facilities such as ground source heat pump drilling wells and water source access ports matched with the thermal machinery and equipment are omitted, and boilers, pipelines, tail end radiators, solar energy, floor heating and the like are further omitted. Therefore, material consumption can be greatly saved, space occupation can be reduced, conventional energy consumption can be eliminated, maintenance workload can be reduced, the service life of the building can be prolonged, whole-course cost of the building can be effectively reduced, more importantly, whole-course carbon emission is reduced, and running carbon emission is zero or even negative carbon emission.
