The device can be used for positioning and welding under the condition that transverse or longitudinal plate joints of a component are blocked by local plates, the use efficiency of large hoisting equipment is ensured, the blocked part of the component is manually cut subsequently, the sizes of the plate joints and the component are adjusted through the device, and the use efficiency of mechanical equipment is ensured.
