The bottom of a drill rod of an inner sleeve facility is an angle drill, and the angle drill is in a cone shape with the wide upper portion and the narrow lower portion; the outer guide pipe of the jacket facility is connected with the water injection pipe and the pressurizing device through a three-way pipe; a certain gap between the drill rod and the guide pipe is used for injecting high-pressure water between inner and outer sleeve gaps for the pressurizing device; the drill rod and the guide pipe are connected in a welded mode, the drill rod is connected in a threaded mode, and the guide pipe is connected in a screwed mode. The purposes that holes are formed in the peripheries of a single pile and multiple piles at the same time, and soil around the piles absorbs water to be dispersed and cracks into fragments and particles are achieved; after pile body soil is separated from the pile, a hole is formed in the middle suitable position below the exposed pile top through a water drill, a high-strength steel pipe with the same size as the hole and a hoisting machinery steel wire rope penetrate into the hole to hoist the old pile out, and the problem that disturbance is caused to the structural safety of surrounding buildings in the pile foundation treatment process is solved.
