Comprising a totally-closed polluted land parcel, a land parcel impervious layer and a vertical blocking wall, and the earth surface horizontal blocking system comprises a potassium permanganate particle medicament layer with the thickness of 3 cm, a middle HDPE film layer and a concrete impervious layer with the thickness of 10 cm. According to the risk management and control system for the organic polluted land parcel and the application method, full sealing of the polluted land parcel and prevention and control of a pollution source are achieved through the vertical barrier wall waterproof curtain and the ground surface horizontal barrier system, potassium permanganate is adopted for organic matter degradation, and the risk management and control system and the application method thereof utilize the oxidation characteristic of the potassium permanganate to realize the risk management and control of the organic polluted land parcel.
