According to the invention, the preparation raw materials of the inner core preliminarily form a stable consolidated body; the shell composition can be subjected to pozzolanic reaction with active components in the dangerous solid waste in the inner core, the microstructure of an interface transition area is improved, tight combination of the inner core and the shell is promoted, the dangerous solid waste is stably sealed in the shell, and surface leaching of heavy metal ions is effectively prevented; in addition, the shell composition is large in early-stage shrinkage and can play a physical compaction role, the mechanical strength of the core-shell structure concrete aggregate is further improved, and high-quality aggregate preparation is achieved.
