According to the constant and variable hydraulic system provided by the invention, the variable steering pump can play a role in variable adjustment under all working conditions, so that the adjusting and energy-saving effects of the variable steering pump are fully played, and the energy-saving effect of the constant and variable hydraulic system is further improved.
