According to the building outer wall heat preservation layer reinforcing and thickening anchoring assembly and the construction technology, an anchoring ring and a connecting piece are installed between an outer wall heat preservation plate and a thickening heat preservation plate, the anchoring ring is embedded into the outer wall heat preservation plate, and the anchoring ring comprises a ring bottom, a side wall and a flange; the ring bottom is tightly attached to the outer wall body and anchored through anchoring nails, and the flange tightly presses the outer wall insulation board. The connecting piece comprises a bottom plate and a vertical plate; the bottom plate is provided with a bottom plate hole used for inserting an anchoring ring, the bottom plate of the connecting piece is pressed between the anchoring ring and the outer wall heat preservation plate through the flange, and the vertical plate is connected with the thickened heat preservation layer anchoring piece through an adjusting bolt. Split type anchoring is achieved through the anchoring rings and the connecting pieces, and cold bridges are avoided.
