Wherein the supporting rod is fixedly connected with the driving part, can move under the gravity action of the well lid, and resets under the elastic action of the elastic resetting piece when the well lid is opened; the driving part can drive the driven part to rotate when moving, so that the generator generates electricity, and the electricity is supplied to the electronic equipment cabin; a processor MCU (Microprogrammed Control Unit) and a wireless module are arranged in the electronic equipment cabin, and the radio frequency card reader can identify whether a radio frequency card exists in a preset range or not, read an ID (Identity) number of the radio frequency card and feed back the ID number to the processor MCU; the wireless module can send information to external equipment under the control of the processor MCU, and the information comprises well lid state information and radio frequency card ID number information. The scheme does not need to adopt a power supply which supplies power stably all the time, so that electric energy is saved.
