The invention discloses a flapping type gate mechanism which comprises an adapter frame at least provided with an opening side and a fixed side used for being fixed to a rack. The rotating shaft stand column is rotatably supported on the adapter frame; the leaf door is fixed to the rotating shaft stand column and extends out of the opening side of the transfer frame, and an avoiding opening used for avoiding the opening and closing stroke of the leaf door is formed in the side wall of the opening side of the transfer frame; and the driving motor is fixed on the adapter frame and is in transmission connection with the rotating shaft stand column. The flapping type gate mechanism provided by the invention is an independent module and can be integrally transported, so that all parts of the flapping type gate mechanism can be assembled in a factory and then integrally transported to a place to be mounted, and in the place to be mounted, the transfer frame can be directly mounted at the corresponding position of the rack, so that the mounting efficiency is improved. Therefore, the installation of the whole flapping type gate mechanism can be completed, the installation efficiency is improved, and the installation difficulty is reduced. The invention further discloses a flapping type gate system.
