The invention discloses an underwater desilting device and method, the desilting device comprises a frame body, the frame body is provided with a plurality of groups of desilting mechanisms arranged in the first direction, the desilting mechanisms are flexibly connected with the frame body, and each desilting mechanism comprises a desilting assembly used for extracting sludge; the detection assembly is mounted on the desilting assembly and used for detecting the numerical value of the distance between the desilting assembly and a riverbed; the buoyancy adjusting assembly is mounted on the desilting assembly and used for adjusting buoyancy borne by the desilting assembly; the control device is configured to be used for starting the buoyancy adjusting assembly to reduce the buoyancy when it is judged that the distance value detected by the detection assembly is larger than a preset interval; when it is judged that the distance value detected by the detection assembly is smaller than a preset interval, the buoyancy adjusting assembly is started to increase the buoyancy.
