The invention discloses a sound insulation and heat insulation industrial factory building steel structure which comprises a steel shell, a steel plate is arranged at the bottom of the steel shell, the top of the steel plate extends into an inner cavity of the steel shell, a fixing mechanism is arranged between the steel plate and the steel shell, a first heat insulation layer is laid on the inner wall of the steel shell, and a second heat insulation layer is arranged at the top of the steel plate. A sound insulation plate is installed in an inner cavity of the second heat insulation layer, the left side and the right side of the second heat insulation layer are attached to the first heat insulation layer, and the top of the sound insulation plate is attached to the top of an inner cavity of the first heat insulation layer. The density of the sound insulation cotton is increased, and the sound insulation effect is improved; and through cooperative use of a series of components such as the clamping blocks, the clamping grooves and the springs, the steel plate and the steel shell can be connected more stably.
