The central baseband is longer than the gap and is higher than the gap; heat-shrinkable tapes are correspondingly fixed at the lower parts of the left and right sides of the central base tape along the length direction; the heat-shrinkable tape is lower than the central base tape and higher than the gap; a wedge-shaped non-return strip is correspondingly fixed at the lower end of the central base band along the length direction; the left and right sides of the non-return strip correspondingly block the lower ends of the templates on the left and right sides of the gap; and a lifting leveling mechanism is arranged outside the central base band. The secondary leveling device has the beneficial effects that the flatness of a pouring surface can be improved, the secondary leveling difficulty is reduced, and the efficiency of manual secondary leveling is greatly improved.
