The invention relates to a house building reinforcing steel bar positioning and mounting device which comprises a supporting seat arranged at the reinforcing steel bar mounting position, a positioning mechanism is arranged on the supporting seat, and the positioning mechanism comprises a reinforcing steel bar positioning seat mounted on the supporting seat and a limiting structure mounted on the reinforcing steel bar positioning seat. The limiting structure comprises limiting plates which are oppositely arranged and can abut against the outer side wall of the reinforcing steel bar, the opposite limiting plates are arranged on the reinforcing steel bar positioning base at intervals in the vertical direction, and when the reinforcing steel bar is embedded, the opposite limiting plates arranged at intervals abut against the upper end and the lower end of the reinforcing steel bar; the invention further relates to a using method of the steel bar positioning and mounting device for the house building. By arranging the opposite limiting plates at intervals, the reinforcing steel bars can be accurately inserted into the positions where the reinforcing steel bars need to be embedded in the vertical direction when being embedded, the problems of deviation or inclination and the like in the reinforcing steel bar embedding process are effectively avoided, and therefore the purpose of improving the stability of the supporting column formed after concrete pouring is achieved.
