The invention relates to the technical field of building construction, in particular to a prefabricated floor reinforcing steel bar mounting and positioning device which comprises a positioning transverse table, a reinforcing steel bar locking piece and a foot buckling block, a sliding buckle block is slidably mounted on the bottom face of the positioning transverse table, and a sleeve groove matched with the sliding buckle block is formed in the top face of the foot buckling block and used for being detachably buckled with the sliding buckle block; the bottom end of the foot buckling block is fixedly connected with a spring bolt, the surface of the spring bolt is movably sleeved with a locking ring, an adjusting guide groove is formed in the top face of the positioning transverse table, and the steel bar locking piece is slidably installed on the surface of the adjusting guide groove. According to the novel reinforcing steel bar mounting and positioning structure, the ends of the floor reinforcing steel bars are sleeved and fixed through the reinforcing steel bar locking pieces, the reinforcing steel bars and the peripheral pouring formwork are positioned, the floor reinforcing steel bars are kept at the preset positions in the pouring process, and the floor reinforcing steel bars can be freely adjusted in a sliding mode in cooperation with the movable foot buckling blocks; and different positioning positions and different specifications of pouring formworks are adapted, and the use experience is improved.
