The invention relates to a preparation process of modified steel slag micropowder concrete, which comprises the following steps: collecting high-temperature steel slag, and spraying water on the high-temperature steel slag in a stuffy tank; mixing grinding aids with different proportions into the steel slag, and mixing and grinding together; chemical components are added into the steel slag to react with inactive substances or steel slag hydrates in the steel slag, so that a hydration environment required by continuous hydration of the steel slag is provided; the hydration environment of the slag is changed under high-temperature and high-pressure conditions, Si-0 bonds and AI-0 bonds of the steel slag are broken under the action of thermal stress, and the hydration reaction rate is increased, so that the activity of the steel slag is remarkably improved; preparing various composition materials for preparing the concrete; and the raw materials forming the concrete are stirred through a concrete stirrer. According to the method, the activity of the steel slag micro-powder is excited by overlapping a proper amount of neutral composite chemical exciting agent, so that the steel slag micro-powder replaces part of cement clinker to serve as a cementing material to be applied to a pavement base layer, and the method has important significance on resource utilization of the steel slag.
