After the surface of a cylinder is scraped to be flat through a scraping plate, redundant latex paint can remain on the scraping plate, the recycling rate is increased by cleaning and collecting the scraping plate, and when a spray head sprays the latex paint to the surface of the cylinder, the spray head and the cylinder are controlled to rotate, so that the spraying area is increased, and rework caused by an omission area is avoided; according to the emulsion paint recycling device, the utilization rate of emulsion paint is further increased, recycling of the emulsion paint is reduced, after the redundant emulsion paint is collected, the redundant emulsion paint can be recycled into the paint box in the spraying process, and the recycling speed is remarkably increased under the condition that normal spraying is not affected.
