The invention discloses a protective agent for improving the self-protection capability of cement concrete in active service and a preparation method. The protective agent is prepared from the following raw materials in parts by weight: 2-4 parts of methyl silicone resin, 2-4 parts of orthosilicic acid, 4-10 parts of a double-alkali solution and a non-ionic surface active agent with alkali resistance, the dual-alkali solution is an aqueous solution prepared from water and soluble alkali, and the soluble alkali adopts two of lithium hydroxide, potassium hydroxide and sodium hydroxide. According to the present invention, the self-protection ability of the active cement concrete can be improved, and after the coating material is sprayed on the active cement concrete surface, the coating material can permeate into the active cement concrete to react with the active cement concrete to form the permanent whole body; according to the present invention, the self-protection ability such as water resistance, stain resistance, corrosion resistance, freeze thawing resistance, carbonization resistance, chloride ion permeation resistance, wear resistance and the like of the cement concrete in service is improved, no additional coating is provided on the surface of the cement concrete, such that the falling risk does not exist, the construction method is simple, and the application cost is low.
