The present invention provides a technique capable of suppressing a decrease in working efficiency of a shovel when a plurality of actuators operate in conjunction with each other. A shovel (100) according to one embodiment of the present invention is provided with: an upper rotating body (3); a boom (4); an arm (5); and a bucket (6). And a swing hydraulic motor (2A), a boom cylinder (7), an arm cylinder (8), and a bucket cylinder (9) for driving each of the upper swing body (3), the boom (4), the arm (5), and the bucket (6), and when some of the hydraulic actuators of the swing hydraulic motor (2A), the boom cylinder (7), the arm cylinder (8), and the bucket cylinder (9) are linked, operation of other hydraulic actuators different from the some of the hydraulic actuators is prohibited.
