The invention provides a construction structure and a construction method of a gully dump. The construction structure comprises a gully longitudinal slope of a step-shaped structure, and the step-shaped structure is provided with a longitudinal flow guide closed conduit and a transverse flow guide closed conduit which are communicated with each other; a rooting anchor is pre-buried in the step slope surface of each step of the step-shaped structure, the rooting anchor comprises a supporting part located on the upper portion and an anchoring part located on the lower portion, the upper end of the supporting part is connected with the lower end of the transverse flow guide closed conduit, and the anchoring part is inserted into the next step unit. The water guide and drainage system is three-dimensional, comprehensive in coverage, high in water guide and drainage capacity and capable of effectively weakening scouring of rainwater to the waste dump and greatly reducing potential safety hazards caused by the rainwater to the waste dump.
