The invention discloses a lead-zinc smelting slag-based cementing material as well as a preparation method and application thereof. The lead-zinc smelting slag-based cementing material comprises the following components in parts by mass: 45-75 parts of lead-zinc smelting slag, 8-30 parts of cement clinker, 0-7 parts of calcium chloride and 11-45 parts of an exciting agent, the exciting agent comprises silica fume, mirabilite and bauxite. The cementing material disclosed by the invention adopts the activator compounded by the silica fume, the mirabilite and the bauxite, the silica fume, the mirabilite and the bauxite have a synergistic effect, the activator disclosed by the invention effectively excites the activity of the lead-zinc smelting slag, and the 28d compressive strength of the excited lead-zinc smelting slag based cementing material is greater than or equal to 20MPa; the method can be used for development of low-cost ecological cementing materials and products thereof.
