The invention provides a copper-nickel smelting slag-based cementing material and a preparation method thereof, and the preparation method comprises the following steps: (1) weighing raw materials, comprising 20-25% of copper-nickel ore smelting slag, 10-15% of cement, 5-10% of phosphorus slag, 4-9% of waste glass powder, 6-10% of attapulgite clay, 2-5% of nano clay, 5-10% of sodium hydroxide, 1-2% of a water reducing agent, 0.1-0.5% of a dispersing agent and the balance of water. And (2) uniformly mixing the raw materials, putting into a wet mill, keeping the temperature at 50-60 DEG C in the grinding process, grinding for 70-90 minutes, and filtering a grinding body to obtain the copper-nickel smelting slag-based cementing material. According to the copper-nickel smelting slag-based cementing material provided by the invention, the copper-nickel ore smelting slag and the phosphorus slag are utilized, and a plurality of materials are supplemented and are synergistically compounded, so that the setting time of cement can be remarkably shortened, and the early mechanical property of a cement-based material can be enhanced.
