The invention discloses a composite curing agent and a treatment process of arsenic-containing waste residues, the composite curing agent is a composition composed of the following components in parts by mass: 10-20 parts of lime, 10-20 parts of polyferric sulfate, 5-15 parts of dolomite sand and 5-15 parts of cement, and the treatment process of the arsenic-containing waste residues adopts the composite curing agent to treat the arsenic-containing waste residues. The composite curing agent can reduce the addition amount of the cement curing agent and save the cost; the capacity increasing ratio of smelting waste slag treatment can be reduced, compared with a conventional process agent, the volume of a solidified body is reduced by 15% when arsenic-containing waste slag is treated through the composite solidification agent, the storage capacity of a landfill is saved, and the unit construction and decommissioning cost of the landfill is reduced; the arsenic leaching concentration in the arsenic slag treated by the arsenic-containing waste slag treatment process is low, and the leaching indexes are all lower than the limit values of related regulations. And the compressive strength is 8-10 Mpa, and the requirements of hazardous waste transfer, transportation and safe landfill disposal are met.
