The on-site filling construction process comprises the following steps: correcting and measuring the current ground elevation of a road center line before construction, testing and analyzing filler, chopping a filter-pressed mud cake by using a crusher to form a uniform soil material, transporting the soil material to a construction site, and paving the soil material, so as to obtain the composite curing agent. Uniformly paving a curing agent formed by uniformly mixing blast furnace slag, gypsum powder, super absorbent resin and nonionic polyacrylamide on the soil material, scarifying and stirring for multiple times, uniformly mixing to form a mixture, paving a layer of soil material on the basis of the mixture, uniformly paving a layer of quick lime on the basis of the soil material, and uniformly stirring by using a road mixer, so as to obtain a finished product. The composite curing agent comprises blast furnace slag, quick lime, gypsum powder, super absorbent resin and polyacrylamide, and the composite curing agent is subjected to quality acceptance inspection such as compaction, maintenance and the like, so that the construction process saves a large amount of construction period, improves the engineering construction efficiency and improves the stability of a roadbed structure.
