The electroosmosis combined vacuum preloading sludge curing device comprises a sample chamber, a drainage plate, a cathode structure, an anode structure, a direct-current power supply, a water-vapor separator and a vacuum pump, water passing openings are formed in the bottoms of the two sides of the sample chamber, and geotechnical cloth is laid on the inner bottom face of the sample chamber; the drain board is horizontally placed on the geotechnical cloth, one side of the drain board is communicated with the water-vapor separator, and the water-vapor separator is connected with the vacuum pump through a drain pipe; the cathode structure is horizontally arranged on the drainage plate, and the cathode structure and the anode structure are connected with the positive electrode and the negative electrode of the direct-current power supply through wires. The invention further discloses a method for solidifying the sludge through combination of electroosmosis and vacuum preloading. The device has the beneficial effects that vacuum preloading and electroosmosis are combined, the drainage plates and the electrodes are horizontally arranged, the vacuum preloading is firstly carried out until the drainage amount is stable, and then electroosmosis is started, so that free water can be discharged to the maximum extent, electroosmosis loss is avoided, and the device has a good reinforcing effect on a soil body.
