The invention provides a grouting device and a pile end post-grouting construction method. The grouting device comprises a grout bundling bag and a grouting pipe. The grouting pipe is connected with the slurry bundling bag and is used for grouting slurry into the slurry bundling bag; the pulp bundling bag is used for storing the pulp and expanding outwards to form an expanded head; the pulp bundling bag is provided with a closed area and a pulp penetrating area, the closed area and the pulp penetrating area are arranged in the vertical direction, and the closed area is located above the pulp penetrating area; and the slurry permeating area is used for allowing the slurry to seep after a preset pressure value is reached. By means of the configuration, the grout bundling bag has the open type grouting function and the closed type grouting function, the structure of the grouting device is simplified, and the grouting steps are optimized; and meanwhile, the slurry is stored to form an expanded head and the slurry is allowed to seep from the slurry bundling bag, so that the physical extrusion effect and the chemical cementation effect of the slurry are fully exerted.
