The invention provides a pressing type steel bar binding device and a steel bar binding method. The construction efficiency of steel bar binding wire binding can be improved. The pressing type steel bar binding device comprises a binding hook body, a transmission unit and a pressing driving mechanism. The binding hook body comprises a binding bent hook, a rotating shaft and a handle. The other end of the rotating shaft penetrates through the handle and is connected with the pressing driving mechanism through the transmission unit; the transmission unit is positioned in the handle; the pressing driving mechanism comprises a pressing rod and a reset spring. A method for binding reinforcing steel bars comprises the following construction steps that the folded end of a steel wire penetrates through the intersection of the reinforcing steel bars, then the folded end of the steel wire is hooked by binding hooks, and the two ends of the steel wire abut against the binding hooks at the same time; the pressing rod controls the transmission unit to drive the hook to rotate, so that the two ends of the steel wire are wound and bundled, and the intersection of two steel bars is bundled; after the steel bars are bundled, the pressing rod is loosened, and the reset spring drives the pressing rod to reset.
