The construction method comprises the following steps that firstly, construction preparation is conducted; step 2, surface treatment; 3, manufacturing a glass fiber sleeve; step 4, mounting a glass fiber sleeve; 5, bottom sealing strips are installed; sixthly, epoxy grouting materials are poured; step 7, sealing chamfers; and 8, the fastening belt is dismantled. The WBA underwater glass fiber sleeve reinforcing system can economically and effectively recover and maintain the integrity of the pile foundation structure. In addition, expensive drainage operation is not needed, and construction in a traffic state can be achieved. The form of the sleeve can be prefabricated according to the shape of a structure, and wide construction requirements can be met. The epoxy grouting material used by the reinforcing system can be firmly adhered to the surface of the structure, and the grouting material adopts a water-insensitive formula, so that the construction can be performed in a humid environment or a water environment, and the use limitation is smaller.
