The underwater pile foundation construction device comprises two clamping type conveying and correcting mechanisms which are symmetrically arranged, a clamping opening is formed between the two clamping type conveying and correcting mechanisms, and a steel casing or a reinforcement cage is clamped between the two clamping type conveying and correcting mechanisms through the clamping opening. And each clamping type conveying and correcting mechanism is connected with the rack through a lifting and placing assembly. The device can ensure that the steel casing and the reinforcement cage are put into water in a vertical state, and has the characteristics of accurate positioning and convenience in operation, so that the construction efficiency is improved, and the engineering quality of construction is ensured. The method is suitable for the technical field of cast-in-situ bored pile construction.
