Various embodiments of panels that can be combined with other similar panels to form a padded layer for a playground or other surface are disclosed. A panel for a liner layer of a panel system includes at least one water accumulation region located at or near a perimeter of the panel. The at least one water accumulation area is defined by the following parts: a pyramid surface which is inclined downwards from the center of the panel to the far-end edge of the panel, so that the height of the center relative to the ground is greater than that of the far-end edge of the panel relative to the ground; a plurality of protrusions protruding from the pyramidal surface; and a ridge protruding from the pyramidal surface. The ribs extend along the periphery of the panel, wherein the protruding height of the ribs is sufficient to store water at the periphery of the panel.
