The invention discloses a construction method for a plurality of flexible sleeves to downwards penetrate an existing municipal pipeline, which is characterized by comprising the following steps of: excavating a soil body within a path range of one flexible sleeve, forming a mounting channel, and arranging a support frame in the mounting channel; excavating the soil body in the path range of the other flexible casing pipe, forming the mounting channel, arranging a supporting frame in the mounting channel, and repeating the steps until all the flexible casing pipe paths are excavated; after the supporting frame in one mounting channel is removed, a flexible sleeve is arranged in a penetrating mode, and gaps between the outer wall of the flexible sleeve and the inner wall of the mounting channel are backfilled; the steps are repeated until all the flexible sleeves are installed; according to the method, the excavation face is ensured to be stable in the mode that the supporting frame replaces the excavated earthwork, then the supporting frame is taken out, meanwhile, the newly-constructed flexible casing pipe is inserted, backfilling and compacting are conducted, and the pipeline construction mode is completed, and on the premise that normal operation of the current pipeline is ensured, flexible pipeline construction is completed safely, efficiently and rapidly.
