The invention relates to an anti-floating device for an open caisson and a construction method of the anti-floating device. After the open caisson sinks in place, a circle of reinforced concrete slab is manufactured outside the uppermost section of the open caisson wall, meanwhile, the concrete slab and a lower soil body are anchored through reinforcing steel bars, and then the periphery of the open caisson is subjected to soil covering and backfilling. When the open caisson is subjected to water pumping and bottom sealing and encounters high-water-level flood in the open caisson using process, the open caisson floating caused by too large buoyancy can be prevented. The device is convenient to manufacture and adjustable in size, and the arrangement position can be arranged on the well wall of the open caisson according to needs through calculation. The safety of the foundation and the structure during open caisson construction and use is effectively guaranteed, and the risk caused by open caisson floating is reduced.
