The method comprises the following steps that S1, an operation well and a reinforcement well are formed in an existing pipeline, and a newly-built pipeline is jacked into the operation well; s2, concrete grout is poured between the operation well and the reinforcement well; s3, a cutting device is hoisted into the operation well through a small crane, the cutting device and the newly-built pipeline are fixed, and then the existing pipeline is cut through the cutting device to form a connection opening; during cutting; the upstream well needs to fully pump water to lower the water level in the existing pipeline; after cutting is completed, the cutting device is hoisted to the operation well; and S4, the connection pipe is fixed to the existing pipeline through the surrounding assembly, the connection pipe communicates with the connection opening, then the newly-built pipeline is connected with the connection pipe, and therefore connection of the newly-built pipeline and the existing pipeline is achieved. The connecting device has the effect that the connecting opening formed by cutting can be accurately aligned with the newly-built pipeline.
