The foundation comprises a bearing platform poured on a roof panel, and a plurality of containing grooves are formed in the bearing platform; the waterproof layer is laid on the inner wall of the accommodating groove; the sound insulation and vibration isolation pad is laid on the waterproof layer at the groove bottom of the containing groove; the flame-retardant insulation board is laid on the sound insulation and vibration isolation pad; the supporting floating plates are arranged in groove openings of the containing grooves and laid on the flame-retardant heat preservation plates, isolation layers are arranged between the supporting floating plates and the flame-retardant heat preservation plates in a cushioned mode, sealant is embedded between the supporting floating plates and the inner walls of the groove openings of the containing grooves, and cooling towers are installed on the upper portions of the supporting floating plates in the containing grooves; and the surface layer is poured on the top of the supporting floating plate and the top of the base plate. The problem that noise and vibration of a cooling tower of an existing large office building roof easily affect users in the projection range of the cooling tower is solved.
