The two ends of the rotating shaft are connected with the fixing support through bearings. The rotating shaft is driven by rotating the winch, and meanwhile the ratchet wheel take-up device is driven to lift the cable well cover plate. A ratchet wheel anti-falling mechanism is arranged to level the inclined cable well cover plate, the cable well cover plate is effectively prevented from rolling over, a novel hook head is adopted, hooking is firm, and the occurrence of smashing accidents caused by misoperation of personnel is reduced; the structure is simple, disassembly and assembly are convenient, the cable well cover plate is manually lifted by rotating the winch, manpower is saved, and the working efficiency of opening the cable well cover plate is improved; universal wheels are arranged at the bottom of the device, overall movement of the cable well cover plate is achieved, and the working intensity of workers is reduced.
