The invention provides a structure for embedding a railway ballast retaining wall into a concrete pavement and a construction method. The structure comprises the concrete pavement, the concrete ballast retaining wall, a ballast retaining wall reinforcing mesh and asphalt felt, the concrete ballast blocking wall is located on the outer side of a railway ballast, the lower portion of the concrete ballast blocking wall and the concrete pavement are integrally formed in a pouring mode, the overall section of the concrete pavement and the concrete ballast blocking wall is in an L shape, the upper portion of the ballast blocking wall reinforcing mesh is embedded into the concrete ballast blocking wall, and the lower portion of the ballast blocking wall reinforcing mesh is embedded into the concrete pavement. The concrete ballast blocking wall is provided with a breaking joint in the length direction, and the asphalt felt is arranged in the breaking joint.
