The invention provides a non-concentric double-shaft wheel steel structure building method and device and computer device.The method comprises the steps that a complex structure of a multi-supporting-leg steel component is analyzed through a BIM model, various construction data of the multi-supporting-leg steel component are obtained, the data are input into a five-dimensional cutting machine through CNC, digital machining is conducted, and the multi-supporting-leg steel component is manufactured; coordinates of all nodes of the multi-supporting-leg steel components are obtained through the BIM model, the specific installation positions of the multi-supporting-leg steel components are accurately positioned, multi-angle and all-position welding and repeated operation of the multi-supporting-leg steel components are conducted according to the installation positions till all the multi-supporting-leg steel components are welded, and welding and fixing of all the multi-supporting-leg steel components are completed. The problems that the sizes of existing single steel members are not uniform, and the construction difficulty is increased due to the inconsistency of splicing connectors between the single steel members are solved.
