The method comprises the following steps: crushing and drying high-calcium coal gangue, controlling the water content of the material to be less than 0.5%, screening, and taking the material with the granularity of 0.1-2.5 mm as grading aggregate; feeding the coal gangue into a rotary kiln for thermal activation, grinding the activated coal gangue until the screen residue of the coal gangue passing through a 325-mesh square hole sieve is less than 8%, taking the coal gangue as an active cementing material, and mixing the graded aggregate, the active cementing material and an additive to obtain the dry-mixed mortar with different strength grades. The treatment method is reasonable in resource utilization, large in product market capacity, large in coal gangue proportion and high in coal gangue adaptability, and the resource utilization rate of the coal gangue can be increased.
