The invention discloses an urban river channel cleaning device and an urban river channel dredging method. The urban river channel cleaning device comprises a left shore winch assembly, a right shore winch assembly, a mud collecting machine and a lifting machine. The left shore winch assembly and the right shore winch assembly are installed on the left shore and the right shore of a river channel respectively and are in transmission connection through two steel wire ropes. A first driving mechanism and a second driving mechanism are arranged in the elevator, and the elevator is in transmission connection with the two steel wire ropes through the first driving mechanism, so that the elevator can move along the two steel wire ropes; the second driving mechanism comprises a first capstan assembly, a second capstan assembly and a third capstan assembly which are sequentially distributed from left to back; and the mud sampler is connected to the lower part of the elevator through a traction rope of the first capstan assembly, a traction rope of the second capstan assembly and a traction rope of the third capstan assembly. The desilting efficiency is improved, and the cost for treating the river channel is reduced.
