The invention discloses a ship and sea construction site foundation settlement repairing process which comprises the following steps: crushing a building foundation with a settlement part through a pavement crusher, removing original filler at the settlement part, and performing pre-grouting repairing on honeycombs and holes on the ground surface; a plurality of repairing holes are formed in the surface of the foundation based on a drilling machine, and the settlement repairing pile foundations are inserted into the repairing holes; after the pile foundation is installed, the foundation is rolled through a rolling roller, and the foundation is extruded and tamped; and the upper surface of the foundation is repaired, and after repairing is completed, quality inspection is conducted. The foundation is reinforced through the designed pile foundation structure, the inner pile body and the outer pile body are combined and matched in the pile foundation structure, the anti-pulling effect of the pipe pile is improved through the anti-settling barbs on the outer pile body, and therefore the stability of the pile foundation is improved; and meanwhile, according to the scheme, the upper surface of the foundation is repaired after reinforcement is completed, the firmness of the surface of the foundation can be greatly improved, and the self-repairing function is achieved.
